Good Fences Make Good Neighbors

I have been thinking about this for some time and now I am looking for input.  Since I have lived in my lovely house here in Texas, the woman who previously owned it and sold it to me has been busy. She does not live in our neighborhood. She lives close enough, though, for her land to attach to the neighborhood. And, if she places herself in just the right spot on her land and peers through the trees; she can see the front of our house. That aside, she prowls the neighborhood in her van looking for anything for which she can sue one of the little neighborhood's families.She takes pictures and gathers "evidence". She terrorizes everyone by coming right on their property to yell at them when they are building a shed or fence or whatever she decides she doesn't like. She cusses, yells, threatens, and executes lawsuits for these things which she determines are infractions.
Personally, I have been the object of her harassment ,threats of lawsuits, and, more recently, the defendant in a lawsuit that she did file against me.
It is weird, I think, because she doesn't even live in the neighborhood - but adjacent to it. She does have undeveloped land in the neighborhood. Although, she uses part of that as a driveway to connect her "not-in-the-neighborhood" current residence to the neighborhood. I am assuming that she is sentimentally attached to the little neighborhood and enjoys driving to her home through it. I find it rather odd.She has another perfectly lovely driveway which directly gives her access from the major road. I wonder why she would go to all that expense  paving over two expensive residential lots; when a driveway that accesses directly seems more economical to pave.  I also wonder, why someone would want to drive such a circuitous route  through a neighborhood when straight forward access is readily available. But only she knows her reasons and, to be honest, it is not my business.
Any way, she has been harassing us for over three years. First, she threatened a lawsuit over a perfectly legal and quite lovely storage building that we bought.  She was so offensive and yelled and cursed so vehemently that I gave in and had it picked up and returned.  That cost me $300.00 for delivery and $300.00 to have it removed.  Then, she decided that to have wanted such a lovely storage building, we must be running a business out of our home.  She searched D.B.A.s and found Dave's auction house D.B.A.. We closed the business years ago and ran it from a location on FM1462.  Again, we were served papers of intent to sue. The police came out and verified that we were not running an antique auction or even selling antiques from our home.  She then dropped the business part and sent a letter of intent to sue over menace dogs.  ( The dobermans. ) When the police came out again, it was determined that the dogs were not the ones barking but it was the neighbor behind us whose dogs were barking. She claimed our dogs were charging the fence which the officer proved false. Finally, she moved on to a neighbor across the street from us who put up a fence she didn't like.  Since she was already suing them, she just added us to that suit this time for running Zannibals, an internet business.
We won the lawsuit but the people with the fence gave in to her bullying in mediation and didn't go to court like we did.
Now, here is my question.  If her main issue is that she is frightened by the dobermans and wants them behind a 6 foot fence. ( She stopped my daughter-in-law at the grocery store to tell her just to keep them behind the small part of yard that has the six foot wooden fence.); then why spend all that money to sue us.  At minimum she paid her attorney $7,000.00 and paid ours over $4000.00. Plus, she is required to pay all our costs should she take us back for appeal or anything like that.  So far, she has spent $11,000.00! Why does she not just do the neighborly thing and, considering our financial situation,  just pay for a 6 foot wooden fence to be installed completely around our property?  She could be known as a charitable and kind person. She could be a heroine instead of a B****. And she would save a whole lot of money. So why doesn't she?!!! .
